Case Study 
Defence Statutory Authority Strategy 


Collagis supported the development of a strategy to take the Office of the Inspector General Australian Defence Force (OIGADF) through the next three to five years of its evolution.

​The IGADF is a statutory appointment outside the chain of command who independently monitors and assesses the health and effectiveness of the military justice system.

BRIEF 

The inspector General wanted to create a cohesive strategy that would galvanise the multiple Directorates within the IGADF and ensure appropriate resourcing, talent, attraction, retention, and management of core business into the future. The IGADF has grown by accretion over the last 16 years from a staff of 3 to now 46 full time and a similar number of part time. 

It has also taken on additional responsibilities which has resulted in several previously independent functions (e.g.: grievance investigation and death investigation) now operating under IGADF banner.

CHALLENGES

  • Directorates are largely independent in their operations, systems and workflows.
  • There are delays in processing and difficulty in sharing information across investigation types and challenges in reporting consolidated statistics. 
  • Challenges in turn-around time and cost for investigations.
  • Challenges in stakeholder perception and coordination between functions.

Collagis approached the brief with three key actions: 
  • In depth one-to-one interviews with key staff.
  • Conduct of a strategy workshop.
  • Follow up support to develop and complete strategy.

RESULTS
Key leadership were galvanised around a set of key priorities to take the OIGADF forward in a sustainable, accountable manner. 
  • A strategy was developed an implemented enabling all staff to actively pursue the set priorities for the organisation. 
  • Key areas such as talent retention demonstrated noticeable improvement as a consequence of concerted effort.
